If the resource pack does not work zipped, unless you do the extra step of unzipping it, do not trust these kinds of resource packs!
It's not the fault of the website for not checking for such features, the more reason to only trust PMC, since they do check every resource pack before it is allowed on their website.
I once saw someone complain about correctly zipped resource packs' contents dispensed into their download folder and only incorrectly zipped resource packs keeping the contents inside, because they have an option enabled in their browser which unzips any file they download automatically. (I believe they must have gotten a lot of viruses not related to Minecraft that way, too)
