since we already have boots, helmet and even leggings exclusive enchantments, i think it would make sense to add a chestplate exclusive enchantment as well. it would be called "merging" and would allow the player to combine an elytra with a chestplate. upon disenchanting via a grindstone the chestplate and elytra would split back into two separate items. to balance out the fact that a feature like this would be incredibly overpowered:
1. the enchantment would be hard to find, only available in a new end dimension structure;
2. the enchantment would also drain the durability of this new item quite a lot;
3. it would make the player fly slower than they would with just an elytra.

I'm pretty sure Mojang has already stated that this kind of feature won't be implemented. The trade-off to using an elytra is losing out on armor. Being able to fly and have full armor is the issue, not being able to fly normally, or any of the other "balance" points you suggested.

Using the ignore feature here is kinda weird.
