So basically, I make resource packs, and when I was playing and tried a PBR (Summit PBR on PMC), the Mojang loading screen changed. I think it's an Optifine feature, but IDK what they did, anyone know?
If you are referring to the Mojang logo (mojang,png) you haven't been able to change it without mods since 1.7, presumably Mojang's way of showing that it is their game (e.g. somebody could use a resource pack on a cracked copy to make it look like they made the game):
There actually is a way to bypass this without an actual mod; replace the file inside the jar (.minecraft\versions\yourversion\yourversion.jar) but you'll still need to set up a custom version as you would with a mod, and manually (example, this applies to any version, not just Beta) or the launcher will just overwrite the jar with a untampered copy (this is also true of the assets in the .minecraft\assets folder, you can only change game data files).
As for whatever Optifine does, the aforementioned file (mojang.png) will be within the assets of the resource pack (assuming it never changed since 1.6.4 it is located at assets\minecraft\textures\gui\title).
