You need to change the URL from "optifined.net" to "optifine.net" (the page shown didn't seem to update after I changed the URL but it did download it), I also used the mirror link, not the adfly link, which should be avoided if possible (disreputable site/ads, old/expired links going to entirely different places, etc):

The same problem applies to Forge and other modloaders; no access to the modloader = RIP, and no, you can't / shouldn't just freely share the files, even if mods aren't copyrightable like the game itself is, sp614x has also stated no redistribution of Optifine)
